Who to call first · Riverview districts, covenants and the county

CDD, HOA OR COUNTY? WHO HANDLES WHAT WHEN A RIVERVIEW DRAIN BACKS UP

About two dozen CDDs touch the Riverview-FishHawk area. What a district can own under state law, what covenants decide, and who to call first.

A toilet gurgles, the shower drain fills while the washer runs, and a little gray water shows at the floor drain. In a Riverview house, the next question is not how to fix it. It is whose problem it is: the county's, the community development district's, the homeowners association's, or yours.

The honest answer starts with what each of them is actually set up to do.

Riverview Stacks Several Layers on One Street

Riverview is unincorporated, so there is no city public works office to call. Wastewater service comes from Hillsborough County Water Resources, and Riverview falls in the county's South-Central Service Area. The call center and the after-hours emergency line are the same number, (813) 307-1000.

On top of that sit the districts. Draw a box around the Riverview and FishHawk area on the county's map of community development districts and it touches about two dozen of the 68 approved countywide, including Rivercrest, Panther Trace and Panther Trace II, Triple Creek, Magnolia Park, FishHawk and Boyette Park. Florida Statute 190.012 lets a CDD build roads, street lights, stormwater systems and water and sewer systems, so what a given district owns depends on its own documents. In the public records we reviewed, no Riverview-area CDD operates its own sewer, and the FishHawk Ranch CDD says its infrastructure is dedicated to the county.

Then there is the HOA. Covenants are where gate codes, contractor hours and vehicle rules live. Florida Statute 720.305 lets an association fine up to $100 per violation, capped at $1,000 for a continuing one, and only after 14 days' notice and a hearing. A missed gate form is not a disaster, but it is easier to ask first.

What the County Does and Does Not Spell Out

For a backup into a home caused by a damaged main, the county asks you to report it to Water Resources by phone rather than through the online form. That part is clear.

What we could not find on any county page is a plain statement of where the county's responsibility stops and the private side begins. We are not going to guess it from the street. Water Resources can answer for a specific address, and that is the call worth making before you pay anyone to dig.

An Order of Operations for a Riverview Backup

  1. Count the fixtures. One slow sink points at its branch line. Every drain gurgling at once points at something shared. The lowest fixture, usually a shower, a floor drain or a garage drain, shows trouble first.
  2. Ask next door. If a neighbor is backing up too, the cause is more likely in the street than in your walls.
  3. Call Water Resources if you suspect the main. (813) 307-1000, any hour. Ask whether they have reports or crews in your area.
  4. Write it down. Photos, times, which fixtures. A dated note is useful to the county, to a manager and to us.
  5. If the main is clear, or only your house is affected, call a drain company. That is the point where a camera and a jetter earn their keep.

Keep One Page Ready Before You Need It

The worst time to hunt for numbers is with water at the floor drain. Put these on a single sheet and tape it inside a cabinet: Water Resources at (813) 307-1000, your community's management company, the district name if you know it, any gate code a contractor would need, and the location of your sewer cleanout. If you rent, add the landlord's or property manager's number, because many leases require approval before any outside work.

It sounds fussy. It saves the first twenty minutes of every backup, which are usually spent figuring out who to phone.

When the Call Ends Up With Us

A recorded sewer camera inspection runs $150 to $300 on its own and is often credited toward the work the same visit. A video that shows the house-side line running clear is the kind of record that helps when you talk to the county. If the camera shows grease, scale or roots instead, sewer line hydro jetting clears the run; a main line with moderate roots is $400 to $750, written down before we start.

Where a community has more than one district, the lot-by-lot picture gets fussy. Panther Trace has two CDDs, and FishHawk Ranch merged its districts in 2019. In both, the quickest way to sort a problem is the same: a camera pass on the house line first, then a call to whoever the evidence points to. Our Riverview hydro jetting cost guide shows what each step usually runs.

Not sure whose pipe is backing up?

Tell us which fixtures are slow and whether the neighbors are having trouble too. If it sounds like a main, we will say so and point you to Water Resources instead of booking a visit you do not need.

Backup Responsibility Questions

No. Riverview is unincorporated, so wastewater service comes from Hillsborough County Water Resources, which covers it through the South-Central Service Area. The call center and after-hours emergency line are (813) 307-1000. We found no public record of a Riverview CDD running its own sewer.

Rules differ by community and live in each one's covenants, which we have not verified for any neighborhood. Gate access and contractor-vehicle rules are the usual items. Check your documents or ask the manager; fines are limited to $100 per violation after 14 days' notice and a hearing.

If you suspect the public main, call Water Resources at (813) 307-1000, which takes after-hours emergencies. If the trouble looks confined to your own house, our 24/7 emergency line is 813-733-7188, and we can tell you quickly which side it sounds like.

Look at how many fixtures are affected and whether neighbors have the same trouble. A single slow fixture is almost always its own branch line. Several backing up together, or the whole street, points at something shared. A camera pass settles it for your lot.
